The 2nd 25th Judicial District ISF is a short-term residential community corrections facility (6-24 months) typically utilized one of two ways: Up front as a condition of program or a sanction directed towards offenders who cannot or will not comply with their conditions of probation, and/or choose to neglect the responsibilities imposed by the sentencing court or supervision officer.
UP FRONT CONDITION of PROBATION:
This program is ideal for first time offenders or young offenders with little to no familial support, minimal education or job skills sentenced to probation with no support system. All too often, this group struggles under the strain due to poor time management, no structure, negative peers and inability to balance court ordered responsibilities with full-time employment. Taking the offender out of their environment for a minimum of 6 months allows them the opportunity to focus on themselves while addressing CSR and numerous court ordered conditions of probation. Upon successful discharge, many of the men have completed their CSR hours, Anger Management, BIPP, DOE, DWI, DWI Intervention (all online) and received their birth certificate, social security card and/or ID card or their GED. Our staff go above and beyond to address outstanding traffic tickets and fines working diligently to get their driver's licenses reinstated. All of this sets the offender up for success upon release with their focus on finding employment and integrating the skills they learned at the ISF into his daily life.
SANCTION:
With a full set of programming founded on evidence-based practices, using the ISF as a sanction provides the offender the opportunity to learn a valuable trade or enter the workforce generating funds to pay for delinquent probation and court ordered fees after completing the first three months of programming. Many residents leave with substantial funds to restart their life while earning their GED and completing court ordered classes listed above. Many sanctioned with the ISF are in need of intensive outpatient substance abuse treatment. Through our partnership with Bluebonnet Trails, our local mental health authority in Gonzales, Texas we are able to address their substance abuse with a variety of outpatient substance abuse treatment options.

We are incredibly proud of our Intermediate Sanction Facility (ISF). We recently celebrated 30 years of rehabilitation in October 2025. The ISF equips offenders with the tools to make positive changes through a variety of evidence-based programming in a secure controlled environment, while giving back to the community through community service work. All of our residents have the option to participate in the Work Program which allows the resident to earn income to be applied towards delinquent probation and/or court fees or the CORE Program via Victoria College. Residents who chose this option and meet the criteria can learn one of 4 trades offered through the college,
All of the above combined make the ISF an appealing sentencing option for the courts.
